京京 前前 言言 根据住房和城乡建设部关于印发的通知(建标 〔2020〕9 号)的要求,规范编制组经广泛调查研究,认真总结实践经验,参考有关国际标准和国外 先进标准,并在广泛征求意见的基础上,制定本标准。 本标准共 14 章。主要技术内容包括基本规定、站址选择、站区规划和总布置、接入系统、储 能系统、电气、建筑与结构、采暖通风与空气调节、给排水、消防设施及消防电气、环境保护和水土 保持、劳动安全和职业卫生等。 本次修订的主要技术内容是 1 增加“基本规定”、“接入系统”章节。 2 合并原“电气一次”,“系统及电气二次”章节为电气章节,增加“电缆选择与敷设”的内容。 3 对原消防章节进行调整,将防火相关内容放入“消防”章节,新增防排烟、消防供电及应急照 明等内容。 4 修改锂离子电池、铅酸(铅炭)电池、液流电池的防火设计要求。 5 修订了引用的规范、标准名称。 Provisions...............................................................................................................33 1 1 1 总则总则 1.0.1 为规范电化学储能电站的设计,保障电化学储能电站质量和安全,制定本标准。 1.0.2 本标准适用于新建、扩建或改建的功率为 500kW 且容量为 500kWh 及以上的固定式电化学 储能电站设计。 1.0.3 电化学储能电站设计除应符合本标准外,尚应符合国家现行有关标准的规定。 2 2 2 术语术语 2.0.1 电池簇 battery cluster 由电池模块采用串联、并联或串并联方式连接的电池组合体。 2.0.2 储能变流器 power conversion systemPCS 储能系统中,连接于电能存储设备与电网(和/或负荷)之间,实现对电能存储设备充/放电的功 率变换设备。 2.0.3 电池管理系统 battery management systemBMS 监测电池的电、热等参数,具有相应的控制、保护和通信功能的装置,包括电池模块管理单元、 电池簇管理单元和电池阵列管理单元。 2.0.4 储能单元 electrochemical energy storage unit 能够独立实现电能存储、转换及释放的最小设备组合,一般由电能存储设备、储能变流器、就地 变压器等构成。 2.0.5 电化学储能系统 electrochemical energy storage system 由一个或多个电化学储能单元构成,能够独立实现电能存储、转换及释放功能的系统。 2.0.6 电化学储能电站 electrochemical energy storage station 由一个或多个电化学储能系统构成,能够进行电能存储、转换及释放的电站,可以由若干个不同 或相同类型的电化学储能系统以及变配电系统、监控系统和辅助设备设施组成。 2.0.7 电池预制舱(柜)battery container 用于装载电化学储能电池系统的箱(柜)体,主要由储能电池簇、外壳、支架、连接件、通风系 统组成,根据需要还可包含冷却系统、视频监控等辅助设施。 3 3 3 基本规定基本规定 3.0.1 电化学储能电站设计应结合电化学储能技术发展水平、规划、环境条件、土地、消防救援和建筑 条件等因素,并满足安全可靠、经济适用、生态环保、便于安装和维护的要求。 3.0.2 电化学储能电站应根据应用需求、接入电压等级、电化学储能类型、特性和要求及设备短路电流 耐受能力进行设计。 3.0.3 储能电站额定充电有功功率、额定放电有功功率的设计
